It was also stressed that alongside with the need for state assistance youth NGOs should more fully utilize their own resources. In their conclusions and recommendations, the participants underlined the need to: 1. 2. 3. 4. 5. 6. 7. 8. support by all means the unity of youth of the planet with the aim of activating its potential in organizing social protection and support of young generation, developing mutual understanding and unity of young people as citizens of the united globalised world; secure participation of youth in the formation of practical youth policy based upon background principles that were proclaimed by the United Nations; use hlly international experience of NGOs and other social institutions of the civil society on the problems of social work, social protection and support of youth, in particular young people from vulnerable groups; work out targeted programmes of state support for various youth groups, for example talented young people, young people with special requirements, as well as students and young students’ families, in terms of securing their social protection, raising students’ allowances up to the level of minimum living wage and resolving their residential problems; develop the network of governmental and non-governmental social institutions as an important instrument for rendering social support and services for the young people; monitor the development of youth social demands under the conditions of deepening market changes; create conditions for education and formation of law culture of youth through organizing open public and distant discussions, international schools, seminars, training courses, thematic camp gatherings, etc; and shape the common information and education space for the young people actively participating in social work.

Crime and substance abuse are not the only companions of poverty. The diseases and, hence, bad health also are (see Box 3). With proliferation of drug-addiction among youth in CIS countries, the incidence of various diseases, including the deadly HIV/AIDS infection, has been on rise among them (see Box 4). Box 3. Russian Federation: Drugs and Crime About four million Russians are addicted to drugs, according to the State Committee on Illegal Drugs. More than 60percent of addicts are under 30 years of age, and an estimated 20percent are schoolchildren.
